State Sen. Derek Kilmer, D-Gig Harbor, is out of the gate like Secretariat in the horse race — so far HIS horse race — to replace retiring U.S. Rep. Norm Dicks, D-Wash. The Kilmer campaign reported Friday that it raised $358,039 between the candidate’s announcement on March 5 and the end of the quarterly reporting period on March 31.  Kilmer ended the quarter with $346,462 in cash on hand.
